The difference is selection systems and procedures. If you apply under the Federal system, you can not LAND in Quebec, but you can move there later.

If you apply under the Qubec system, you can ONLY land in Qubec. Apply for one will be enough.

移民加拿大和移民魁北克属于不同的类别，因此申请程序不同。如果申请加拿大联邦移民，不能直接在魁省入境，但是以后可以再迁移过去。如果申请移民魁北克，申请人只能在魁省入境。
